Welcome to the State of Black Chicago Congress

THE MISSION of the State of Black Chicago Congress (SBCC) is to mobilize the community of African descent, in order to develop a plan of action that ameliorates conditions such as the crime and violence, inequitable distribution of educational resources and opportunities, joblessness, slow business development and opportunities, disappearing black media, inadequate youth engagement and leadership development, poor health, and the public’s concern over the involvement of the Black Church.

Steering Committee :: Dr. Frances G. Carroll

Dr. Frances G. Carroll is an icon in the Chicago Public Schools where she worked for 35 plus years. Her experience covers the spectrum of elementary, secondary and university level education.
Dr. Carroll taught at the primary grade level, the high school level and graduate school level. She was appointed Director of The Consortium of Colleges and Universities. As the Director of Special Education Staff Development and the Principal of the Cook County Temporary Juvenile Detention Center.

Dr. Carroll taught graduate classes as an adjunct professor for 20 years at Roosevelt University in the College of Education. During that time she taught and mentored over 1600 administrators in the Chicago Public Schools. Former students continue to reference her on the vital issues regarding Special Education, Primary Education and Secondary Education.
Throughout her tenure in education Dr. Carroll has conducted numerous presentations on special needs children, the Black Child, Recidivism, Parent Rights and The Principalship.
